So , what version should be more popular for budget minded poeple? I am looking for a budget secondary phone to play around.
309$ plus shipping for 8g of this or 300$ for galaxy nexus 16gb.. (dont care about LTE)

Get the Nexus 4. Battery in cell phone now do not degrade as significantly as before. You'll probably end up getting a new phone before your battery degrades considering how many new phones come out every year.

hard to decide what to get, S3 vs N4. Spec wise, quadcore 2g RAM wins (on paper), What about camera and battery life.??? I am ignoring the fact about SD cards (since 16gb onboard is enough for me). I dont need LTE since I dont stream videos, so thats not important.
Should I sell S3 for $450-500, and get a $359 N4. Which one is a longer term solution 2-3 years down the road. I plan to stick with 1 phone.

Nexus phones are always the better long bet; they get support both from google and the community for a way longer time than any OEM-branded phone. There's no bloatware which means porting new versions of Android are easy, even if it's not officially supported. Even the Nexus One has received a hacked version of Jellybean, which should tell you something about longevity.

Given the popularity of the S3, I think it'll be just as well supported by the community (not Samsung) in the long run as the Nexus 4. It'll just take more hacking.

If you're worried, best bet is wait a few months and see what the reviews say. Downside to that is that your phone will probably lose value faster than the G4 will.

Telus said their S3s will be getting JB update in late November. So Rogers/Bell, should be around the same time as well.
Decide after you have gotten the JB update. You will probably realize the S3 will be just as smooth as the N4.

S3 aint that smooth.. when you go into task manager and move up and down from the list its so choppy.. at least on my gf's it is and her phone is new

I think you should go Nexus 4 for sure if you don't mind the hassle of selling your S3. I don't see how it would be a downgrade to go from S3 to Nexus 4 (unless LG really dropped the ball with the hardware).
It's worth it if you're looking for the phone that will last the longest in terms of support. I would be surprised if the S3's future OS support can come anywhere near a Nexus phone's. When the Galaxy S4 comes out next year, you'll see a drop-off. Let's see how long it'll take for the S3 to even get Jellybean 4.2. It's already one OS revision behind if 4.1.2 hasn't been pushed out yet.
Personally, I don't think it's worth buying anything other than a Nexus phone if you're on Android. Especially this time with the Nexus 4's specs being ahead of the curve vs the last two Nexus phones.
