Boston Police Commish Ed Davis has confirmed that "black hat" suspect is dead.

1 dead; 1 at large

suspect 1 with black hat was caught but reported dead in hospital

As bad as this may seem, it doesn't merit a declaration of martial law when you compare it to the times in history it has been declared.

Situation is more or less under control now, since the first black hat bombing suspect is confirmed dead and the second suspect has apparently locked himself up in a building.

I would be suspicious! I was watching the CNN video where they are scrutinizing the two guys in backpacks.. then there is a third person with another backpack acting EXACTLY like them. Except she's a girl and doesn't have brown skin
