So Trump announces a 15% tariff deal with Japan and Toyota shares jump on the announcement because it means it's cheaper to sell cars that are made in Japan versus American made cars as US built cars face tariffs on raw materials (steel and aluminium). OTOH, doing deals with other countries, focusing on internal trade barriers and tackling infrastructure projects are things within our control.
