Well, we never got Edward VII, George V, Edward VIII, or George VI days (These people all succeeded Queen Victoria), so I don't know why we'd expect to get Queen Elizabeth day?
Queen Victoria was reigning when Canada was confederated, so it kind of makes sense that she's a special case...

Yah, many will be taking a personal day off on Monday cuz kids are home and company won't recognize it as holiday. This optional holiday doesn't work very well for fam with kids.
