Scammers don't get put in prison. It's a civil issue and you can only sue him. This guy will run up as much debts as he can and then declare bankruptcy. Good luck getting any money back once he does. The tax evasion angle, however, is a little more interesting.

you know as well as I know that jumping behind the wheel drunk and running over a toddler and killing her only gets you 4 years in jail. you can renew the judgement every 7 or 10 years (varies by location) but if he never declares income or any posessions it is hard to recover any money.
