to cross the ocean wouldn't the particles have to be in the upper atmosphere to make it into the jet stream? and if that's true there is no guarantee on the amount that will make it to upper atmosphere especially when there hasnt been a meltdown yet

im not sure if what i said is correct or not so id like clarification. even then the plant seems to be in a low lying area as well so that would affect the chance of less getting into the upper atmosphere too?
