I always get a good laugh at the "Vancouver doesn't plan for snow" comments.
Like sure, they could certainly buy a few dozen more plow trucks at many millions of dollars, and then have then ongoing annual maintenance and staffing costs, for them to site idle for 360 days a year...
Would you like that reflected in your property taxes?

I kinda like it the way that it is now ... snowfall = WFH  .
Parents with school age kids might not though ... school cancellation.

Would you like that reflected in your property taxes? | Let's not forget that the same people would be complaining that the government is wasting money when it turns out that it doesn't snow as much as expected, or that it doesnt stick, or that it warms up and melts anyway.
Weather forecasting is not perfect, especially in a coastal city that goes from sea level to up the mountains, where the temperature fluctuates around 0 degrees during the winter. Suddenly it's cold enough to ice up in some parts, then suddenly it melts an hour or two later when it's just a hint warmer.
If you pay attention when the forecast starts to dip during the winter, they actually do brine the roads. So they are being pro-active. Going full salt every time is just overkill.
The other thing is that the salt trucks and snow removal crews, even if they're ready to go, have to sit in the same traffic that the rest of us do when shit is fucked. They don't just magically appear in places, they have to still get there.
I think the bigger issue is that most people don't have actual winter tires. Your average person does not know shit about tires. If they see M+S, it's easy to think it's a snow tire, so they think they're safe.

It's the fact that they know a shit snow storm is coming but all business are open, heat wave warning, snow fall warning, got that essential service money to make, let's close the bridge, sky train and buses at noon. 
At least in Hong Kong, Japan, third world country peasant town China if there's a storm or bad weather businesses/ schools are closed cuz they know shit is coming and they have the foresight to not put people in danger.

Oh I also think typhoons are a joke... but not the most recent T10 that shit was kinda cooked.
There was a T8 around the beginning of September.. nothing more than a Vancouver rain storm. Went for a run around the harbour and was disappointed I didn't get blown away. Quote:
