Mike Sullivan is a terrible PP coach in NY Tortorella wouldn't do anything to do with the PP left it all for Sullivan and NYR had one of the leagues worst PP% over the last few seasons even with Nash, Richards, Gaborik etc, under AV this year they are 6th in the league for PP%
