With CBSA previously being Canada Customs and Revenue Agency pre 2003, guessing there's still a lot of upper management and corporate identity for collecting duties, depending on the individual districts' focus.   
Anecdotally, I've heard CBSA out in Ontario are way more duty and tax focused.

So now I buy groceries along with a couple of Jerry cans, and when border guards ask what I'm bringing back, I just say groceries and gas. Majority of the time never asked for the amount.

I've never been taxed for gas iirc. But I usually only do 3x 25L to be safe. And always a separate transaction - just in case.

I just came back from  PR... 1.65cdn/L at Shell... 1.55cdn/L at Can-Am.  
Chevron only lists USD prices so I'm unsure, but I think it was $1.3x something...

			I’ve been getting gas from there for years and years whenever I happen to be down, never had any troubles.   
I can’t say for sure but I get the feeling only 1 tanker truck actually visits  PR lol….

Also, does anyone know the best rates for tires? I used to use 5D packages but I guess I can't go there anymore since I would have to cross over through Peace Arch

In/Out charges $3.75 per tire and have to pick up during office hours unless you make an arrangement with them to put it in their big locker on a particular date.  
P2P charges $5 per tire.  
Shell station is $4 a tire.

5D in Blaine is only $1... that said, at least for me, Blaine is much farther and the lineups are invariably much longer (non-Covid times that is)

	        |     PR needs double vaccination (they don’t really ask for proof ever but be prepared to show the federal travel certificate if need be) and yes, you must fill out ArriveCAN.  
You do not need a test… but you may receive a take home one when you come back which is definitely a hassle.
