If they're a tourist I believe you can be here 6 months (and even then you just have to leave the province for a day and then come back). I don't know what they can actually do about it besides a fine or maybe refusing to play ball with the other insurance company. Either way I always get excess underinsured since I'm constantly surrounded by red plates out here and I highly doubt they've all told their insurance companies they never leave BC.
