For people who were waiting for it to be "official" the CDC has added "wear a mask or a cover when going out in public" to their official Coronavirus guidelines. They make a point that you shouldn't try to attain N95 masks intended for the healthcare industry. Surgical masks are effective enough. Also this does not make you invincible - you still need to keep distance from people whenever possible. If you can't get a mask, use a scarf or a bandana or ANYTHING else. I do agree that there were people who knew how bad this would get, but because the borders couldn't be closed in time, this was pretty much inevitable. China missed the first step in potential containment (that unprecedented response should have happened in December, not late January when it was too late) and the second step (don't pressure countries to keep their borders open).
