what's the purpose of these storefronts? to ask general questions in a non-pressure sales environment?

Those are all high traffic areas and being different entices people to go in and look.
Otherwise most people wouldn't step into a dealer unless they specifically are looking to buy a car.
Having a storefront in a high traffic area where people are already on their feet and not driving by would plant a seed that "Hey that's a nice car"
Champs-Élysées in Paris has a lot of automotive presence for a shopping street so this is nothing new.
