This is normal, not rare.

Canada denied abuse in residential schools for decades.
The RCMP shredded records of officer misconduct.
StatsCan had to revise inflated COVID hospitalization numbers.

Reading between the lines based on what Carney himself, various news and commentators are saying, I feel like we should be able to arrive at a "deal". However, the "deal" would still include some degree of tariff, much like how Japan is getting a "deal" with a 15% tariff.

At the same time, even if we cannot come to a deal on Aug 1, one of the commentators I listened to was basically suggesting that bcos CUSMA is still in effect until 2026, any new tariffs could only be imposed on non-CUSMA goods until 2026 when we re-negotiate CUSMA. So even if there is no deal by Aug 1, we'd still technically have another year to plan, prep, and potentially continue negotiating until July 2026 when CUSMA expires.

So Trump announces a 15% tariff deal with Japan and Toyota shares jump on the announcement because it means it's cheaper to sell cars that are made in Japan versus American made cars as US built cars face tariffs on raw materials (steel and aluminium). The stupidity is not at all surprising but it is just unbelievable to watch themselves hurt themselves over and over again.

I'm more skeptical of an actual deal that is anything more than a 5-10% cut from what Trump is threatening - Carney's spoken a lot about focusing on what we can control in this trade war versus what we can't and getting a good deal with a crazy con man is not something we control. OTOH, doing deals with other countries, focusing on internal trade barriers and tackling infrastructure projects are things within our control.

The US selling US-grown rice to Japan is actually a good thing for the average Japanese citizen in both the short and medium term, although of course it comes at the expense of Japanese (rice) farmers. Currently, Japan has a very screwed up rice-growing industry where a farming association basically dictates the amount of rice being grown, as well as its price. With a monopoly in place, the cost of Japanese rice is something like 3x or 5x more expensive than the world average price.

The average Japanese rice farmer is also over 65. Clearly that is unsustainable in the medium term. The pay (for a farmer) is crap, and no young person wants to get into the industry, never mind the fact that Japan's population is on a bad downward trend anyway.
