They have no idea I am behind them in my Leaf.
Then they realize the light from my headlights lighting up the road.

Get your stories straight
Get some real evidence (thinking there are more than the FRS passing is not evidence) an inspection report is
Don't get caught making up BS or exaggerating (if you say he kicked your bumper etc, show the video. Not that we don't believe you, but you can't prove that in a formal complaint)
Hearsay are not facts (kicked my bumper, my friend said, this car probably... etc)
Random stats will not help you (There MUST be more than 1 car! My Ouija board says so!)
Telling the VPD they should be doing something else will not help you
Then proceed however you wish if this has not blown over already.

I just thought of this. If the reporters needs evidence how about we offer some one's car that's legal under mva, hook it up with hidden cameras like they do on TV roll around Kingsway as bait. Can't be that hard. Just hard wire dash cams given today's camera technology. We can even have someone roll stock near by and provide drone footage of the vi  | |

It's a tough one to figure out.
Some VIs are given because it's well deserved. It could also be at the officer's discretion based on how polite and cooperative you are. Then there is always the chance that it is coming from above.
