In the past 4 days, I’ve seen a bunch of US plates: Alaska, Washington, Oregon, California, Idaho, and even a New York plate.

Want to see a whole buncha American plates? Go to any Whole Foods parking lot, they're all there for some reason. A lot of them have roof racks filled with rec equipment too so not sure if they're resident here or whatever

what if they don't pay those fines? can't they just bite their thumb at it, or is it as scary as a canadian not paying a fine in the US?

seems like limiting future access at the border would be a greater deterant to others than a fine...
