Could be a beaurocracy thing.

Some business operate where their expenses are on approval-first basis, Some businesses operate where the expenses are tallied up and submitted after the fact, such as on months end, quarterly, years end?

Don't know how NBC operates but either or is not exactly unheard of.

People should watch Jay Leno's speech in 2004 claiming that he will avoid a repeat of the 1992 incident by quitting in 2009.
