So is it based on zoning? Wouldn't data center just be generic warehouse? But with crazy power supply

The really big data centers are most likely all purpose built, most of them are discrete buildings you won't even realize are data centers. Security is a big deal. The cooling requirements are a big deal.

If they can put a data center in any old warehouse, it's probably not gonna be that important.
