Every player needs to have played a specific number of games to be exposed. Sbisa and Biega don't meet those thresholds yet. Canucks need to start playing these guys.

^what are these so called requirments needed? And how hasn't sbisa met them yet? I could see biega not meeting them since he hasn't played too many games for the canucks but sbisa has

Expansion Draft CBA
All teams must expose one defenseman who is a) under contract in 2017-18 and b) played in 40 or more NHL games the prior season OR played in 70 or more NHL games in the prior two seasons.
