Since they appoint people with no relevant experience in all forms of government, they have to engage consultants hence the gravy train of consulting will never end.

If nothing else I would expect someone who has been in high-ranking roles for 23+ years to have some ability to learn about a department and adapt their skills to it. Which it appears she did when she shifted from environmental to health 5 years ago. If nothing else she's at least been invovled in health for the last 5 years.
