I used to have a neighbour like that. He'd yell at me and my friends for driving too fast. We weren't, but our cars were noisy so he assumed I guess. Quieter cars were going way faster. He was literally jumping in front of us to make us stop so he could yell at us. I got really good at doing pulls to exactly the speed limit past his place. Which was faster than I had been driving, so he had the opposite effect than intended cause he was a dick about it.

When we moved out and I came back to get something he stood at the end of the driveway waiting to yell at me, I just ignored him til he left and then did a burnout in front of his house on my way out lol.

10km/h is gonna be super easy to hit in your car so maybe check the times on the noise bylaws and then do some diagnostic work on a problem that only happens near redline when she's home.

She's causing a nuisance to the other residents, so the Strata could send her a bylaw fine under this Bylaw.

That's what we did and the guy who was always yelling at other people eventually stopped.
