I agree I don't see Ferland giving up that easily, not so much the money but rather this is who he is.

Who knows, the Canucks might trade him for a 6th or something in the off season. Some one would take a flyer on Ferland for such a low entry. Since also it doesn't impact the cap if he retires, it's enticing for a team who won't ever play to the salary cap.

You go into the season with him penciled into your top 6, he plays 10 games and then goes back into LTIR and you’re scrambling to sign a replacement as opposed to having the cap hit available to you to sign whoever you want as a free agent in the summer.

If a player retires, he no longer gets paid. That's why most players that are injured continue on the long-term injured reserve. For most players, their contracts are insured (at least the majority of the contract is insured), so it only costs the team, in terms of real money, the insurance premium and whatever percentage of the contract isn't insured ... and, of course, whatever they're paying the player(s) to replace him.

In the offseason, a team can go up to 10% over the salary cap, but must be compliant on day 1 of the season (20- to 23-man roster). To be placed on LTIR, the player must be on the NHL roster, so his cap hit will count towards the day 1 compliancy and he'll count as part of the 20- to 23-man roster that day.

The other tricky part is that maximizing the cap relief from LTIR as the team only gets relief for the portion they exceed the salary cap up to the player's cap hit.

Simmonds deal hasn't worked out because of cap issues. This likely means JB hasn't been able to offload the players he wants to dump.
